World Congress. Do I have to pick a resolution to propose?
Sometimes there is nothing to gain for me by make a proposition in the world congress. Thus far, I have yet to figure out how to bypass the screen. Am I forced to make a proposal everytime? What do you guys propose when there is nothing else that will further your current needs?

kill a resource of enemy. But havent got a game in quite some time where there was nothing to pick. Means your tech advancement is slacking.
Should have radio by the time second proposal comes up, world ideology, international games.

Maybe I'm just too afraid to stir the pot. I usually try to avoid angering other civs unless they piss me off.

Don't be afraid to propose a resolution and then vote it down. Choose one that civs you want good relations with will like. There is no negative to voting against your own proposal and if it fails you can propose it again to continue the +ve diplo modifier.

You by any chance playing on a quick game instead of a standard game? It is next to impossible to jump two eras in 30 turns unless you may be focusing on science only and spam great scientists? It always seem to be a third proposal that I am in modern era.

As for OP, if you want to be a host of the world congress then try aim for Radio like Van Gent said so you have more options to proposal. Otherwise embargo a civ (warmorgering civ is a good idea) that everybody hate or ban a luxury that no one have or as least a civ that nobody like. Look for one that no one care or everybody like. You can't make friends without making enemies.

Good question because there's often only biggies like world religion and ideology or the games that you're not quite ready for that you'ld rather not put up. In that situation I look for something lame like repealing a luxury ban or standing army tax that is always voted down anyway. I never put up embargoes evn against hostile opponents because it holds back influence gains over them.

Agree with VanGent that embargo of a strategical luxury (that you don't own yourself) could help you out, especially when a potetntial threat civ has a monopoly on it.

Standard speed. Theres a trick for it, AI seldom researches printing press as a first. Since i prefer to go upper techs and lower techs, printing press is always one of the latest in renaisance i research means first council in my games takes quite some time.
And yes im always science oriented to get radio asap, two free tenets its just to big to loose.
