Seems to be working now
I reinstalled W10, set the exe to launch as admin and in W7 compatibility mode. Seems to work fine that way. Upgrading to Windows 10 broke it completely
Win 10- icon opens dx menu, when I select and option I can see the process run for a minute but nothing on screen and the process just stops. No error messages.
Looking through this thread helped me fix it. Found game folder in steamapps. Right-clicked on the dx11 exe, selected troubleshoot compatibility, and followed the wizard.
Windows selected a win8 compatibility mode and the game launched fine.

This. I installed the new stuff on what I had (300 hours on base Civ V) and now I can no longer play on Windows 10. :(
I've got it working, turn off all the compatibility stuff. Open Steam, right click on Civ 5, Properties > General tab > Launch Options type "-dx11". Run Civ 5, Choose DX9 version.. VOILA!!
