Well, I'd count that as a bug then, since the automatic razing is designed to keep you with only 1 city. Would seem that a domination victory is impossible with this bug,
But yeah, one-city culture victory seems the way to go.

Conversely, due to when the achievement check is done, if you capture the last enemy capital, you cannot get this achievement. Even with the One City Challenge enabled, you still "own" a second city at the time of the check, even though the city will be toast just a few lines of code afterward. This is also why it says you are making progress towards the domination victory condition- it increments your count of captured capitals before it deletes the city. As things stand, it is impossible to get the one city victory achievement via domination in BNW.
Now, if you're playing an older version, where domination only required you to be the last civ with their capital, you can win via domination- flatten or otherwise remove all the other capitals save one, then get an allied civ or city state to do the final plink of damage. It's helpful if the capital you save for this purpose belongs the the last civ to take its turn, so it can't heal up before the great plinking.
