Activating EU key in the US?

I've already tried searching other discussions but I ended up with mixed answers. As of now in G2A they are selling Sid Meier's Civilization V for a cheap price, however it's an EU key. Will my friend be able to activate and install the game although he is in the US? Thanks.

If it isn't region locked, yes, then he can activate it. Otherwise you would need to bypass the region lock by using a VPN that fools Steam into thinkin you are actually from a european country. But that's not exactly legal and I recommend against doing so (your Steam account might get closed).
