When you start up the game, click on DLC, then Gods & Kings.

I know I bought Gods and Kings when I try to buy it again it says I already own it. When I click on DLC Gods and Kings don't appear.

Verify your game files to make sure it downloaded correctly.

I unstalled the game and restanlled it. I see the one dlc pack but it has nothing to do with gods and kings or the new world.

Eh? What are you missing then exactly? Is religion in the game?

I don't know. It says I have it. Region is not in th game so far. I don't see the option to play the DLC. When I do click on DLC it has nothing to do with wha we metioned so far. I tried to buy the package on sale. I don't know if I have one I bought earlier when I try to rebuy it. It tells me I already have the package but I don't see the new world or gods and kings. Was it installed in the next civ city game.

I'm assuming the dove score tracker is not in the top bar when you start a new game? Nor can you choose between Carthage, Netherlands, the Celts, and the Maya?

I took a screen shot of the picture I see. You can see it in my last screen shot. The DLC only showing one extra. I think I owned some but not entire package. I assumed I had it Oh well the sale is over.

You could check the following:
right click the game in Steam Library >> click Properties >> DLC tab >> check if all the DLC there has the INSTALL checkbox checked.

If it's not there, you don't have it. From that screenshot, you only have vanilla, not a single DLC.

Could it be you tried it on a free weekend? Or family sharing?

Just to rule out the obvious, I'll mention that Civ 5 integrates the expansions into the main game, to be disabled at will in-game(they're enabled by default). There is no separate out-of-game launch for the expansions.

^this. If steam say's it's installed, it is. It is now part of your game. There is no seperate game or startup procedure. You just start up Civ 5 and that's it.

The loading screen pre-main menu should be a splash screen that says the name of your latest expansion. If you have G&K, it'll be one for that. If you have BNW, it'll show that. They also have different main menu music, my own preference being G&K's main menu music being better than BNW's.

From the screenshot it's very clear OP has only vanilla, no DLC installed.
