Report a translation problem
I've just chosen an ideology in my current game (ironically, Order) and the AI's should be catching up soon. I'll make note of which ones get chosen in this game just to see what happens.
First to pick a particular ideology does get two free policies, after all.
I like Freedom and try to make a judgement as to who will also choose Freedom based on who the Civ is and their number of cities. It doesn't always work, for example, Brazil with only three cities chose Autocracy in my last game and immediately went into a state of dissidents and civil unrest whilst I remained 'content'.
Also civs that favour autocracy tend to go heavily into early wars that backfire and freedom ones don't always defend well so they don't always survive long enough to get ideologies.
Your kidding right? Autocracies's gunboat diplomacy guarantees you will get all of the World Congress votes :P
On higher difficulties, it doesn't :( Treaty Organization is a surer thing, even tho' it's only 4 influence instead of 6.
Hm. Doesn't that have a significant risk of the AIs voting to embargo all city-states before you get to TO?
