CIV 5 DEMO from steamstore resulted in the main CIV 5 getting fixed (anecdotal)
1. At the store version of CIV 5 you can find option to download DEMO version of CIV 5. Install it

2. This version of the game will get the Updating Executable thingy, but in the contrast to main CIV 5 it will get updated as it supposed to (idk of it is of importance, but try to update them both at the same time. This is how I forced the update to go through at my end)

3. Run the demo, play 1 turn and save and load the save. This will create appdata folder which is shared with the main CIV 5 (duh, they're the same game).

4. Because (the 'updated') demo CIV 5 and main CIV 5 share libraries(?) It then resulted in the main CIV 5 working flawlessly at my end. For context, I did launch from the Steam. It did some updates and then the game just launched

5. How does it work? Don't know, all I know is that I was is the same situation as you and it works on my system right now. (Fresh install on new PC, no skeleton data from the past)

- Observations -

1. There is 0,3 MB difference between old CivilizationV.exe (not launching) and (launching) CivilizationV.exe. The new, launching version is bigger in size

2. The same applies to the CivilizationV_Tablet.exe. Even though the difference is marginal. There is 5 KB difference between the old (stuck) and new (launching) file. Where the launching file is bigger in size

- Hypothesis -

1. I could send the new, launching .exe files to somebody to verify it. Maybe simple replacing of the old .exe files with he new ones would result in game fixing itself?

If you encounter the "updating executable" please follow this with Steam Support:

Steps:
  1. Go to the Steam Support site and choose your game.
  2. Select "Gameplay or technical issue" and then "The game won't download or install".
  3. Select "Contact Steam Support".
  4. Provide them with as detailed as possible information on the error and when it happens and hit "Send".

You can go through the first three options, but most will end up hitting "Contact Steam Support". Then provide them with as much detail as you can regarding when you see the error.

This is actually an install error from the Steam client.
Worked for me BUT my steps were
1. Install demo
2. before running the demo I restarted my machine.
3. run demo played two round. Save would not work so did a quick save
4. quit demo
5 run normal game
