We've pushed out an update that removes the 2K launcher.
Please see this 2K Support article for more details, as well as troubleshooting instructions: https://support.2k.com/hc/articles/34845053169939
For me it was working.
Good luck.
"T2GP Launcher" I can absolutely 100% assure you that this was not causing the problem. I've had Civ 5 for years and have never even seen this folder (because it has never existed in appdata local or roaming). The fact that 2k is "suggesting" users need to clean up some random folder in order to get the game working is ridiculous. Besides, the "LaunchPad" folder is still in the Steam apps folder under Civ 5- so what difference would it make?
The 2K "fix" doesn't have any effect on anything because years ago 2K stopped using that app data folder (i've never seen it or heard of it till now). I just got through installing windows 11 for the third time after 6 attempts of getting it to work on Windows 10 with no luck. I booted up steam, installed Civ 5 and it didn't work. Then I rebooted a few hours later.. and it worked. It runs/ checks the VC runtime installer and directx- then it runs just fine. 2K can't even figure out why the game wasn't working, and I doubt it has anything to do with their crappy launcher that they share with Civ 6.

Steps:
You can go through the first three options, but most will end up hitting "Contact Steam Support". Then provide them with as much detail as you can regarding when you see the error.
This is actually an install error from the Steam client.
