Are you using Mods ? If so 2 mods could conflict with each other at some tech or Unit.
Have you tried " Verify Files "
If that does not work try clearing your Civ 5 Cache file
When running on Huge/Giant maps with lots of Civs the game eats up more and more ram as you progress until it crashes - would recomend at least 32 Gig for these maps.
If you do not have enough your PC has to cache stuff as it encounters higher demands. This will cause long loading times and general sluggish performance. How much RAM does your PC have?
i played those huge maps back in the day on old laptops with 8/16GB of ram, so you do not need 32GB to play huge maps.
the reason the game eat more and more ram now, is due to the launcher they added, with a process called qtwebengine which causes a memory leak and also doesnt close when you exit the game, you have to manually close it.
best solution to avoid that is to bypass the launcher (see guides for the game to find the bypass).
as for something else causing the game to not load or crash/etc.., well i mentioned a few possible things in a comment in the link below.

in any case, i can run civ 5 on win 7 pro and win 11 pro, without a single issue, so that goes to show its not a game issue (excluding the broken launcher), its something missing, or corrupt, etc... on the users pc, they just need to figure it out and sort the issue.
