Is the all in bundle price permanent, or temporary?
I might not be able to buy it before summer sale, but this price is amazing. I'd like to know if it stays, or will end on 21st.

If it's on sale it'll go back to the normal price once the sale is over.

There is no current sale on Civ V store page. There is a sale on Civ 6. But when the sale is over the content will be its normal price.

There is a civ 5 bundle, with all the expansions, that was MUCH more expensive a few days ago and now gives -92% discount. Is this permanent change, or a temporary one?

A discount is what a sale does, and sales are not permanent. So yes, if you wait long enough the discount will go away.

On the other hand, bundles always have some discount and neither the base game, nor any of the expansions are discounted individually. Maybe it's just it's new price?

Ok the sale price you refer to is on another page. Strange it does not show on the main store page. Bundles often include a discount, but not always. That said when the event that this promotion ends the price will go back to normal. With Civ 7 in the pipeline I would expect more sales on Civ V in the future.

You spend enough time on steam, you start to see how these patterns work. If it's been on sale once, then chances are it will go on one again. On the flip side, most countries have laws against keeping products on sale all year (because it's not a sale at that point), for the sale to be legal the price has to go back to "normal" for a set amount of time.

If you want something more concrete then there are price tracking websites that can show this in effect.
They won't tell you when the next one is, but they let you see what its done.

How do I know. It is part of a promotional event. Thus when the promotion ends the price will go back to the normal price. I base this on YEARS of dealing with Steam. No it does not say anywhere that I could find that it will go back to that price. You asked for help on something then when I take time to try and answer your question you get "How do you know?" Easiest way to watch prices on Steam is wishlist what you are interested in and they will notify you when it goes on sale.
