I am asking because I have seen other Civs fighting, then when they make peace forces from 1 side remain inside the territories of the other side.
If you call up the screen where you can view all of the civs in the upper right, scroll over their names and you will see a list of good and bad things effecting your relationship with them. Until there are more green good things than red bad things, they won't want anything to do with you.
Finally, ask for open borders and when they refuse, click the button asking what they want to make the deal fair. It might be they just won't go for it, but you'll get an idea of how far away they are from agreeing.
