BNW - Discovered Printing Press and all Civs, no World Congress. What am I missing?

So I met all civs long ago, and just discovered printing press. But no World Congress. Did I miss something here?

Are you 100% sure of the following:
-You play with BNW
-You met all civs
-You've researched PP at least 1 turn ago
-The world congress isn't already active from another civ

-Yes BNW
-Yes met all Civs
-Yes, I hit end turn after researching PP, no WC
-Yes, no WC yet.

I don't know then. Is this your first attempt at getting the WC and you might miss something or you had it in the past ?

I've never founded it myself before. Still fairly new to BNW. Is there anything else not in the description that I need? I checked on the wiki and it didn't mention anything I didn't have.

Well if you're sure to have all the above, you should found it... Be damn sure you met all 8 civs (including yourself) for standard size.

It's the size smaller than standard, and I've met everyone and explored everywhere.

And I've met them all. Maybe it'll just take a couple more turns?

it shouldn't take more than 1. Like:
-Discover PP
End turn
-WC founded

Odd that that didn't happen then... :\

Just took two turns for some reason. But now I have it!

Maybe the Linux version is a little different?

I'm using Windows. I think what might have happened was I hit end turn, but a unit finished auto-moving and still had moves left. So I thought I had ended the turn but hadn't...
