As Venice or Greece have a better chance of achieving your goal but; Venice on a MP map is a gamble if you don't get a coastal city.

Getting Coastal in Multiplayer is worse actually.
Frigates and Battleships are very common rush units in Multiplayer. And as Venice...players KNOW that to beat you, all they have to do is take your capital.
Even if you aren't in a winning position, why WOULDN'T they Conquer you when you're Venice. It's free land and a Free Capital City, which is always good regardless of the victory type.
Honestly, if you're playing a multiplayer game, and the person who spawned next to you is Venice...and you DON'T swallow that land up, you really aren't seizing the moment right.
Being on the coast only makes it easier to attack you.

As for the OP in question, your only shot at winning Diplo in MP is to just be doing well enough to defend yourself until the vote happens.
As mentioned above, the only real 'sneak' tactic is to hoard gold, and then Ally CS before the vote.
Another method though, if you'd rather keep the allies earlier, is to War other players when you're allied with City-States.
If you're in a winning position to defend yourself long enough, and you have enough Allies to win, warring other players will prevent them from completing quests for City-states, as now they're at war with them too.
The biggest promblem though comes from Conquest-worthy players just killing your City-state allies....Which is fine if you're allied with them all, since the vote needed to win lesses with the CS deaths. but if you're missing some allies as they do this, it can cause issues to your vote count. The longer it takes to win a Diplo victory, the harder it will get.
