Report a translation problem
It occurs to me, the mods are probably returning because some parts of them are still in their original folders. Start with a fresh install, they should be gone. If that doesn't resolve things, you may need to investigate clearing out the registry, which hopefully you won't need to do.
Any additions like mods are left as is.
So if you no longer want any mods, you'll have to remove them explicately.
I handle this by creating a "COLLECTION" of mods for Civ5 {or variations thereof}.
In a Collection, one may simply check or uncheck each mod to Subscribe or Unsubscribe it.
If a mod has been checked as UNsubscribed, the reinstalled Civ5 won't "see" it.
The mods don't go anywhere ... One need not go back into the Workshop to search anew for prior, now unsubscribed, mods.
I've dealt with this in the past by manually deleting all of the extra mods from my My Games folder, only for them to reappear later.
I'll look into that collection thing you mentioned.
try clearing your Civ cache ?
Edit: Documents\My Games\Sid Meier's Civilization 5\cache You can delete everything in it when you restart civ it will rebuild everything and your mods list will re-download. You can leave the 2 folders they are empty anyway.
