There are two official 'expansions' to the game which will completely change your experience from the base game. They are Gods & Kings and Brave New World.
While some DLCs Steam is trying to sell are nothing but 'map packs'.
I recommend purchasing Civ-V Complete Edition on other official sites/key stores.
I am not sure which geography you are in but also check out local Amazon site.
On Steam, the game is very costly whilst they try very hard to peddle Civ-VI (even give it away for free at times)
P.S. Most of the players do it, but just check whether you are buying the correct game as per your Operating System. I know people who, in thorough excitement, have bought MacOS keys (Aspyr) instead of WindowsOS (2K) because it was about US$ 20 cheaper.
The key cannot be returned.
BUT, fear not ... The DLCs can be turned off from the starting Menu while you are pursuing those achievements
