After trying to enjoy Civs 6 multiple times and failing to find fun I am returning to Civs 5, my question is that are DLCs needed to add any features missing in the base game that can make the game more enjoyable or complex?

Definitely more enjoyable, although not needed per se. More Civilizations to choose from I believe, and a lot of them are really fun. I've only owned the complete edition, so the Civ vets here will likely be able to help answer your question better than I can.

Yes, I would get all of the DLC/expansions if you are talking about Civ V. Gods and Kings and Brave New World make the game much more complex.

There are two official 'expansions' to the game which will completely change your experience from the base game. They are Gods & Kings and Brave New World.
While some DLCs Steam is trying to sell are nothing but 'map packs'.

I recommend purchasing Civ-V Complete Edition on other official sites/key stores.
I am not sure which geography you are in but also check out local Amazon site.
On Steam, the game is very costly whilst they try very hard to peddle Civ-VI (even give it away for free at times)

P.S. Most of the players do it, but just check whether you are buying the correct game as per your Operating System. I know people who, in thorough excitement, have bought MacOS keys (Aspyr) instead of WindowsOS (2K) because it was about US$ 20 cheaper.
The key cannot be returned.

If you have not played "vanilla" Civ5, and you have the G&K + BNW DLCs, there are a few Steam Achievements that cannot be done with those DLCs enabled.
BUT, fear not ... The DLCs can be turned off from the starting Menu while you are pursuing those achievements

Im under the understanding that they bring new mechanics to the game. Now thats a DLC if there ever was one that justifies a purchase.
