Why does the AI only choose Autocracy and Order?
It seems as if every time they go for either autocracy or Order and with the occasional civ choosing Freedom only to get stomped on by the two sides then the two sides, with their disagreements, eventually fight each other...

Because Autocracy and Order have happiness tenets. Freedom does too, but its main one is a reduction in unhappiness instead of an increase in happiness and the AI's don't know how to value that. That's my theory, anyway.

In the game I am playing currently 2 AI's chose Freedom and within 3 turns their population revolted and chose Order so I think zxcvbob's theory may be correct also.

Did the world congress set it as the world idealogy?

I just finished playing a game, and two AI's chose Freedom and managed to last the rest of the game without changing it. It was weird and a little unsettling.
In a game of mine i had just finished playing, The Byzanites of all people chose Freedom and steamrolled everybody (excluding me and two other AI's, who happened to be going Freedom) with culture.

order tends to be THE one to choose by the computer. I really have to laugh whern I grab it first and watch most of the rest flock to it even if they hate me. A few grab the others but you can tell they really wanted to be order first for the buffs.

No, that came later. I was surprised they revolted so quickly but all other 10 Civs were with Order.

Freedom has better happiness tenets than Order or Autocracy (2 tenets for happiness from various buildings and the one for happiness from national wonders, plus reduced unhappiness from specialists and a tenet that gives influence over city states for luxuries and also happiness from mercantile CS's). Like everything else it takes a human player to fully exploit it though.

AI's are set with a preferred ideology but the later to choose ones tend to go with Order because that is what the early ones mostly pick. I usually have the strongest culture/tourism and prefer to go Freedom so I see a fair number choosing Freedom also. Some are just stubborn, like the Zulus almost always choosing Autocracy.

Because Order is hands down the most powerful ideology, especially when you're playing on Chieftain (or lower) difficulty.

Never seen that happen unless it was the world idealogy but I guess i haven't seen everything in 88 hours.

The above reasons-plus Autocracy can get double resources with it's "Third Alternative" tennent.

Well, everything is the most powerful on Chieftain or lower...

No, only one can be the most powerful. The other two can't compare to Order's bonuses, especially the science bonus. The possible +68% tourism is also hard to ignore. The other two pale in comparison, and don't really offer anything.
