I seem to remember I converted an AI Holy City to try and slow down that AI from spamming missionaries and that seemed to cause that AI to focus on prophets to reconvert its own cities. It then sent a prophet I didn't notice that sailed in and converted my Holy City. Obviously, when they asked me to stop converting their cities I told them no.
Missionaries aren't enough to convert a Holy City, it has to be a prophet, so setting up something like what happened to me might be worth a try.
Isabella is your best bet, maybe on a duel size pangea map, just be sure to be rude so she doesn't like you.

Knowing how the opponents spread religion also helps- they'll radiate outward from their holy city, going for the closest unconverted cities first. It's entirely possible to get two major religious AIs to go into a conversion war because they're close to each other, leaving your cities untouched simply because they're not the closest unconverted city. A duel map- just you and one other civ -avoids this issue entirely. Build up as normal, earn your great prophet, then send him out behind a settler. Settle next to the AI, then plonk down your religion in the brand-new city. The AI will flood it with missionaries, and you'll have the achievement in no time.
