Why am I unable to take out the enemy capital?
I get it to 0 health, and then it just regens the next turn, then I get it to 0 health again etc

What am I doing wrong? This is my second match and last match it was as simple as taking away all hp and then it was mine.

You need a non-range, non-siege unit to capture a capital
If you cannot it's a glitch and you have to re-install

Are you using ranged attacks or melee attacks?

to take a city you have to reduce it's hp with either way (range, siege, melee, bombardment )
but to capture the city a melee unit has to attack on it when it has no hp

To amplify what GCh said, those effete range snobs CAN and WILL break down those walls, it is the 'down-and-dirty' melee folk that storm the breaches and wipe out the garrison to take the city .

Also, no matter the strength of the city, if it only has 1 health left, a melee attack will ALWAYS win and take the city (unless the attacker also has 1 health? not sure about that)
You can cap an Information Age city with Red Fort, a GDR garrison, all defensive buildings, and the freedom tenet that increases combat strength, with a scout attacking from the ocean, if it's been bombarded down to 1 health. The scout will be reduced to 1 health, but it WILL take it.
This is one of the reasons cavalry are great at finishing cities. They can hang out out of range of it so they can't get bombarded, and then even with their combat penalty vs cities they'll still take it no matter what.
