You can cap an Information Age city with Red Fort, a GDR garrison, all defensive buildings, and the freedom tenet that increases combat strength, with a scout attacking from the ocean, if it's been bombarded down to 1 health. The scout will be reduced to 1 health, but it WILL take it.
This is one of the reasons cavalry are great at finishing cities. They can hang out out of range of it so they can't get bombarded, and then even with their combat penalty vs cities they'll still take it no matter what.
