Once you get to modern times, all Civs have aceess to the same buildings and aircraft so its irrelevant which civ you pick for aircraft specifcally

in my opinion either japan or arabia cause arabia has double oil and japan has zeros
Since you want a Civ that can have large amounts of air units, try Arabia. They get double Oil resources, Camel Archers (a very top tier unit), Bazaars (one of the best UBs in the game), more Caravan range, and faster Religion spread with Trade Routes. It's a very well-rounded Civ that can definitely support large amounts of air units and can go on a Domination spree.
Poland can have the best attack Helicopters, but I don't know if OP means Fighter and Bomber units in particular or anything that flies. In that case, Poland has potential to be powerful Helicopters and the Ottomans have Helicopter pillaging sprees. I do wish Winged Hussars were on the Knight upgrade line rather than the Lancer upgrade line (Giant Death Robots>Helicopter Gunships), but knockback GDRs with plenty other promotions might be too OP.
