Social policy cost
Quick question.
So each non-puppet city you take control of makes your policies more expensive, which sucks. Got that. But does losing cities lower it?

Nope. It's based on the highest number of cities you've owned.

Yes, highest number of non-puppet cities ever owned at one time sets your cultural policy bar.

Some players may choose to raze one city completely before capturing the next.

The only positive in losing a non-puppet city is that it frees up a space for you to get another city without an increase in policy cost.

I believe the policy increase is smaller in BNW than the old vanilla Civ 5 because of the way tourism changes everything.
