Always war... for everyone?
I've been playing a number of games after selecting the 'always war' option in advanced settings. Granted, I'm also using a lot of mods. But what i've noticed consistently is that every other civ is ready and willing to attack me, but i have never, ever seen one non-player civ attack another non-player civ, not even when there's an enemy civilian like a settler or missionary placed on the immediately adjacent tile. Does that seem right? I should add that I'm playing on a small map, with up to 20 civs (and no city states).

I noticed that the Total War option is only Total war against You! But I play huge maps, so there are wars between AI civs, but also Alliances and Research agreements. Someone could probably make a mod that increases hostility considerably. Or conversly pulls the Ghandi trick, where the lowest hostility level minus One = the highest hostility level.

Hi again! I subscribed to this mod, but it won't download. Unsubscribing and subscribing again doesn't help, even after closing the game and steam and restarting. Any tips? Thanks in advance!

Here's what worked for me.

Start the game, enter the "Mods" menu, click on "Get mods". It pulls up the Steam overlay, with the Workshop page for mods opened. For some reason, mods keep downloading in the background as long as I leave that open...

Thanks, piccolo! will give that a try... UPDATE: tried it, but unfortnately didn't work for me. Looks like the mod's creator hasn't been online in quite a while?
UPDATE: acebuzzy's solution is what finally worked for me: https://steamcommunity.com/app/8930/discussions/0/540743213082006108/?ctp=2
