Game's age has nothing to do with the amount of bugs (or little). Bugs are fixed only a short period after the game is released and maybe later if there are DLCs. No new content means devs have moved on to the next game, that's how it worked before the current GaaS (Games-as-a-Service) boom. Civ V is not "running", it's old haven't been developed for almost a decade. Civ 6 is "running" (it's GaaS) and publisher tries very hard push Civ V players out of the game and to switch to Civ 6.
It's definitely not a well known bug. This is so fcking stupid that this bug still exists. they made two more games and couldn't bother to fix a few lines of code in this one?

And I see you are playing Civ V as I write this so guess you are not truly done.
