Go to: documents>my games>sid meier's Civilization 5>graphicsSettingsDX11.ini ( open it )>scroll down the page of notepad untill you find [ user settings ], below it you find FullScreen = 1 change 1 to 0. Close the notepad page clicking on Save Changes Yes, then close the other open pages.
Go to steam and run Civ 5, after the the game have been loaded, go to Option>Graphic Settings and put a tick on Full Screen mode, then a little window will be open to confirm your selection and you click on yes. At this point, the game changes in Full Screen mode and you can normally play a new game or resume a previous seved game.
After you have saved your game, or not, before exiting the game you go to options> graphics options and deselect Full Screen mode and click yes to confirm your choice. The game returns in windowed mode and now you can exit. Remember to do all the steps every time you play Civ 5. If you have some doubt in what mode is Civ 5 game, you can verify it going in your documents and check your FullScreen status: remember it have to be 0 before and after you play the game.
I know, it could seem a little complicated, but it is really easy after the first time.
I hope to have been clear in my comment.
I am Italian and play the game in Italian, so it could be some difference among the original English name and the Italian translation, but I hope it was enough clear to be understood.
I tried to update my graphic card driver( Geforce 940mx), with the Geforce experience programm from nvidia.
Then it worked normal without problems.
