Report a translation problem
Turn off all the compatibility stuff. Open Steam, right click on Civ 5, Properties > General tab > Launch Options type "-dx11". Run Civ 5, Choose DX9 version.. VOILA!!

Why that fixed your dad's laptop... Well, my best quess as a programmer is that there is a bug in the new launcher (not surprised) and the launcher malfunction when there is anything in the launch options and by pure luck that malfunction (or something else you did) fixed the game on that computer. If my guess is right, then your dad's laptop should work with anything in launch options (not just "-dx11"), if the new launcher breaks when used with launch options. You could try that out easily, type "cat" in launch options and it probably works (in your dad's computer). I would be very surprised if that would be a general fix that works on other computers though. Computers can be ass sometimes, but good thing you got that one working.
