Also, graphics mods may change only graphics files directly, replacing textures with better resolution or something like that, altering the game itself. Then that kind of mod would also work without other players having it.
Your comment is perfectly valid for every single mod in the Steam workshop or generally for mods, but graphics and UI mods may or may not work without all having them.

Depending on your GPU, AMD's Virtual Super Resolution, or Nvida's DSR(? Not sure if that's what it's called) can provide a slight boost to the graphics when it comes to reducing aliasing.
Found in "C:\Users\<username>\Documents\My Games\Sid Meier's Civilization 5\GraphicsSettingsDX11.ini", leader scenes can be improved by increasing "CubeShadowResolution" and "SkinResolution" to a value above 1024 - but make sure to use a power of 2.
There are a LOT of features and priorities in this game, so it will likely take a while for you to understand all of them. For example, not all resources will reveal themselves until you have discovered the technologies involving them.
As for range of a ship, some of them engage as melee units (Trireme, and destroyers), while those with range (Galleass and battleship) will have a "fire at target" option that will show you its range when you select it; the same goes with archery and siege units.
Don't get me wrong, you are right. At the same time I am talking more about the graphical style than the graphics fidelity. In particulat, I love how Paradox games are presented, yet I cannot like the style of civ5
