It 's the original launcher for Civ V before they created the monstrosity that's the current launcher thats nothing but an ad for Civ VI
I banally tried to load the executable file instead of the launcher file, and it made no difference.
Yeah, every now and then i get an update for Civ 5 (once every few months) which disables the old launcher and i need to reactivate it.
From the pinned topic:
Open up Steam and navigate to your LIBRARY.
Right click on the game in your library and choose "Properties."
Selected the "BETAS" tab.
In the text box to "Enter beta access for to unlock private beta:" enter the password "ineedlegacyaccess".
Click on the "CHECK CODE" button.
You should see a confirmation message that access has been granted.
If not already selected in the drop down, select "legacy" and click close.
(I'm told that bit isn't accurate; you'll see two options, both labelled "Play Civilization V". You need to select the FIRST option)
