I've messed around with trying to find an efficient way to mix it in, but in the end, it just isn't worth.
Come late game you can build it in a city which you rush-purchase bombers out of, or something similar, but at that point the 15% is rather insignificant.
Early game warmongering is all about tempo and there is just no good way to waste that much production on rax and a national wonder while also getting military and using it quickly.
Unlike Matthew I'm not an expert in early game warmorgering, but agree that an early HE is not worth it in general.
Normally I don't build until late in the game, and then it will usually be a high production coastal city, so that my new naval unit will get the combat bonus.
The only time I ever build an early HE (right after National College) was in a domination game with the Zulus, but it was quite special circumstances:
1. My capital had a huge early production (3 sheeps + 2 gems in desert hills + Petra = 20 hammers!), but Ai's forward settled all the other good spots, leaving me with jungle locations for my 2. and 3. city, so nearly all early military production had to take place in the capital with the HE anyway.
2. I was focusing on the honor tree, which is less useful than liberty for early game warmongering, but I wanted to skip that anyway until the medieval era, where my unique unit would become available, and focus on my infrastructure and diplomatic relations.
3. Playing Zulus I wanted to get the inkandas in all my cities anyway.
4. Even though I was going 100 % domination, I still wanted a slots for an early great work of writing of my own. The HE has one such slot (+ 1 culture), which meant that the effective cost of the HE was 100 hammers less (the cost of an amphitheater).
