I have known the fact its still listed under CPP to confuse some people.
got to the Automatic Installer,

.. how to further my progress ??
..( I keep my machine as dumb as possible, I haven't played with programming in 40+ years; so bear with me ).
and are there costs to do so ?
In mega
Right click Vox Populi (1-29-2).exe wait for a pop up to appear and go to download -> standard download.
At the bottom left you will see a progress bar pop up at the circular icon
Wait for that to finish and select save file
Go to your download location
*If you don't know where you downloaded to keep the the web browser open and press ctrl+j
*Right click Vox Populi (1-29-2).exe
*Open containing folder
*You can now close your web browser
In your downloads folder run Vox Populi installer.
If Windows Defender comes up saying it protected your pc this is called a false positive. Click more info then Run Anyway.
If a UAC prompt appears click yes
Accept the license agreement (its just the standard gnu general public license)
Select next until you get to install location. Make sure it is going to:
C:\Users\<username>\Documents\My Games\Sid Meier's Civilization 5\MODS
Click next and if it asks if you want to create a folder select yes.
Once installation is complete load up the game, go to mods and wait for it to load the mod information into the cache
Select the tick next to the mod components you want to allow (if anything refuses to turn on it requires one of the other vox populi modules to be activated first)
Click next and wait for it to load in the mods.
Next time you run the game don't forget to click mods then next to load in the mods.
It will already have the last used mods selected but doesn't automatically load them in when you open civ.
If you are worried about what I mentioned with windows defender flagging it as a threat its a known issue especially with defender.
A false positive is a safe file that gets wrongly identified as a threat by some security software.
Windows defender is notorious for having a good detection rate but by far the worst false positive rate of any major security software.
The most bizarre one I've seen was Windows Defender blocking the visual c++ installer for Visual Studio 2012.

This will bring the page to a blue download link titled:
Vox Populi Automatic Installer
Click that to get to the mega page.
The mod was updated this month so its currently on version 2-17
Just follow the instructions above but for the current file version(if the file number has increased by the time you get to having another go at installing use the file with the highest number).
THIS is why the discussions pages exist .
