Tiny Menu in 4k
my menus are impossible to read in 4k has this always been the case?

Yes. The game does not scale the UI. There was, essentially, no 4K when it was released.

But there was 4K when the spiffy new launcher was released this month, and it it unreadable in 4K.
btw, game looks fine in 1080

I own an old 30" 2560x1600 16:10 screen and it was the largest "commonly" sold screen at the time of Civ V release (was introduced circa 2006). All off those were very pricey back then and targeted for professional users. Civ V is playable on that screen's pixel density (around 100 PPI) and I have played thousands of hours with that same screen.

Civ V's UI doesn't scale, so that's probably somewhere around the largest pixel density value still usable. 4K 27" would be around 160 PPI and many player have reported it being unusable, so that's definately too high. Having a large screen estate doesn't help, because UI elements are further away from each others.

I recommend using lower resolution, either 1080P for best scaling or someting between 1080P and 4K, if the scaling looks ok. At least 2560x1440 would stil be playable in a most common 27" 4K 16:9 screen, if you are able to select that.
