if you mean the forbidden palace, its in the wonders tab after you built it (not just researched)

if you mean anything else...pls be a bit more clear

I believe that you have to have at least one Social Policy in the Patronage tree before you can build the Forbidden Palace.

Like RJ said, you have to open up the Patronage social policy in addition to researching the technology required to build it before it'll show up in your construction list.

Also assuming you are not running mods...also assuming no one else already built it

If you are sure no one else has built it (must have met everyone and it does not show in their diplo screen) then most likely someone already built it in a non capital city and that city got razed. Wonders can disappear this way.
