Hanging Garden + Garden Combo, with no river?

1) The Hanging Garden gives you a free Regular Garden
2) The Regular Garden requires your city to be a River City
3) You constuct the Hanging Garden in a NON-river city....

q1) Do you get the Regular Garden despite not meeting the river requirment?
q2) if so, is the Regular Garden some kind of dysfnctional garden since it is dehydrated? as in does it not do its job at the same effectiveness as a Regular Garden in a River City?
q3) or do you get the Regular Garden at normal functioning capacity?
q4) is this the ONLY method of getting a Regular Garden in a NON-river city?

Pretty sure it still gives the garden. It has been so long since I've actually taken a dedicated look at it, but 99% sure it does.

Indonesia can get "gardens" with Candi unique improvement.

It isn't quite the same, but the monument national wonder gives the same effect. Just yesterday I played a culture game and built that in my non-river city so it could stay on par with my other two river cities generating great people.

and if u stack National Monument WITH Regular Garden, do u get a 50% Great People Bonus?

Yes. And Pisa gives another 25% And Ideology tenents can give another 25%. And Sweden can get 10% per friendship.
