Which AI's are most likely to build the Statue of Zeus?

They all will, even Gandhi, but I don't think it's a really high priority with any of them. It's a nice wonder to have if you're warmongering, but I seldom build it. Let someone else build it, and if they are nearby take it from them.

Well, that's the plan. I need to capture an enemy city with it in it as Rome, but no one's building it. Thus I figured some Civ AI's may have a higher bias toward it that others.

Any warmongering civ will be more likely to build it. Probably on higher difficulties, they are more likely as well. So someone like Shaka or Attila on Emperor difficulty should do so pretty quickly.

If you turn off domination as a victory type, they are probably all less likely.

Just fill your entire game with warmongers. It's a policy tree exclusive wonder, so Civs that like to go Honor are far more likely to build it.

Well, thanks for the advice you two! It was actually exactly what I ended up doing. Going for a domination-only game with 7 other aggressive civs and waiting for one of them to build them. Then I captured the city it was in and left the game.
