It's a unique unit for Morroco Just so we are clear.
Edit: Morocco is not in my current save either.

Not a bug; someone gave it to them. Probably (99% certain) a militaristic city state.

It's also possible Morocco gave it to them, or the CS gave it to another AI and they gave it to Rome.

Morocco isn't even in my current game.
