They both have HUGE armies though, but romes is very far behind on the tech.
If an AI has minus gold, the same thing should happen but it doesn't; their units don't disband.
That seems like a bad design choice :/ Germany has the same tech as me now but has hundreds of troops. Almost every tile in his 30+ cities has a militery unit on it. The Ai already get huge bonuses on later difficulties, I don't think them having an infinate army size is fair.
Oh, and nerf the player.
