You can physically delete the mod from your PC/laptop. I've done that repeatedly.

I had to unistall civilization because it was a fake virus trying to steal information "Community Patch" from Vox something...

Is it Vox Populi? If so, I believe there is a program to uninstall it, look in the all programs thing me bob (Forgot name) and there should be a folder called "Vox Populi" that lets you uninstall it.

Not a 100%, it's been a while.

to uninstal vox populi you remove the folders from the mods directory in "my documents\my game\civ 5"

and then you also need to remove the enhanced UI that comes with it. That's in
C:\Steam\steamapps\common\Sid Meier's Civilization V\Assets\DLC
Go there and delete the UI_bc1 folder
