Ideological unhappiness.
I can't seem to shake the unhappiness from my ideology. I started with Freedom. The people wanted order, but as soon as the anarchy was over they want Autocrasy?

Is this a bug or is the influence from other countries just blowing up everything?

if u have no tourism then the influence of others civs will make yours very unhappy, the more tourism you have the more you get protected from that to happen and influence others with your own culture.
But I can't chooose an ideology my civ is happy with. I have like 20 tourism. I didn't manage to found any pantheons or a religion, could that be part of it? Should I send a musician out for concert tours? I'm not sure if there's a way out of this. I just rolled with it, it's my second game in Civ 5.
Also, it said that they want Order, but they aren't content with Order once I change it. They can't decide.

20 tourism is nearly nothing depending on the turn the game is, by the time you get to choose an ideology is already mid game, you have to choose to the ideology of the civ that is the most influentional over you.
How can you choose which civ has the most influence over me? Also, the people simply do not respond to any decision I make.

in the right upper corner you will see by the left side of the symbol of the world congress the culture overview, click on it and in the top click on the tab influence by player, there you can see how much you are influentional over others and also see who influences who by changing the civ name.

In that boat, the best you can do often is to take Autocracy->Futurism, and start cranking out great artists and writers while planning how to conquer the cultural leaders. (save the musicians until you have decent tourism.) After Futurism, you'll also want to open Aesthetics, but probably just the opener.

The Refrigeration tech is your friend: hotels and submarines.

Prora and Forbidden Palace are two of the better happiness wonders. Build them, or steal them (someone else probably already build FP and Notre Dame. Prora might still be up for grabs)

Your own tourism has 0/zero/null influence on your happiness and does nothing to protect you from the influnce of the other ideologies!
Only your own culture output works as defense.

This is pretty much the best answer.
Just look which civ has the most influence on your civ and close borders to all civs with different ideologies. That will prevent them from sending any musicians and hinder their influence by a huge %.
Use your great artists for great works if you managed to get wonders that ask for paintings/great works or just use them to start golden ages and boost your culture output.Soon enought the influence from other ideologies should ease up.
Also try to get your ideology to become the world ideology.Getting that done will help a ton!

As for the happiness:its always good to build as many happiness buildings in all your cities as possible.Certain wonders and some social policies give huge boosts as well.
Try to become friends or even better allies with many Citystates as they will often have luxories that you do not have.
Trading luxories 1:1 with AIs may work as well, but often you will have to pay some extra(just give them horses or iron unless you still need it).
Tourism is your influence on other civs; civs grow in influence when their tourism per turn is greater than another's culture per turn.
Build up your culture. A lot.

zxcvbob is correct, for a game when you are far behind tourism this ideology approach can help catch up.

p-10635 has good points, but it only partially correct on the tourism not protecting you from influence. Marbozir on Youtube had a good video explaining this ("Civilization 5 Brave New World Mini Guide - Tourism, Ideology Pressure and Public Opinion").

Basically, imo 20 tourism is not neccessarily bad (yes yes, more is always better) if you are going for another victory route, but next game, you need to get to 20 much earlier since tourism needs time to build.

Sure;you *can* try the "the best defense is a good offense"-approach and invest into some tourism.
But against a civ that obvioulsy tries to get the cultural victory (and probably has secured all the important wonders and many artefacts already) this would mean that you have to spend a tons of resources (GP-points to get musicians instead of writers/artists, spending available artists for great works instead of getting golden ages, invest points in a social poicy tree with no advantage for your own victory, spend production to get indiana jones look alikes, need hotels in every city...) to get any significant inluence on them (civs that go for a cultutal victory tend to have insane culture as well, remember?).
On low difficulty that may be easily done (but how did it ever come to that?);
try that on emperor/immortal level and you are likely toast, because with all that stuff you just used on getting a bit of tourism you will have a much harder time to get the victory you initially tried to go for.
Its much easier to just buff your own culture (which can be used to further your own agenda) and deny them access to stop them spreading their tourism. If they *still* have too much influence:just conquer their tourism heavy cities.

At least dig as many artefacts as you can build museums to put them in, for culture rather than tourism. It doesn't take that much to build museums and archaeologists. Each artefact is worth 2 culture per turn (6 in total if you have two themed artefacts in a museum).

But yes, the way to deal with ideological unhappiness is to pick an ideology and stick with it and kill the influential civs that have differing ideologies.

One of my favorite ways to play is use the Freedom ideology "Arsenal of Democracy" and Treaty Organization to ally enough city states to take control of the world congress. (I often disable diplomatic victory because it's too easy that way) A captured barbarian galley or trireme or a Landscknect you bought for 130 gold is worth 20 influence (25 if they are at war) and works even if the AI's manage to embargo the city states. Focus on the cultural and mercantile CS's first.

Your own tourism does help in defense. When you go from "unknown" to "exotic", the ideological pressure from whomever is influencing you drops and your happiness will go up. That's why Futurism works to get you out of a hole.

Also, throw everything you have into the World's Fair. Runs your culture up, and should be worth several extra policies.
