Can't but complete edition as a gift
I already own the civ v complete. Now that it's on sale, I'd like to buy copies as gifts for friends but the purchase option is not clickable. Can anybody help with this?

Yes, it's impossible to buy it as a gift from Steam Store, because Steam Store uses Bundle-mechanism that gives discounts based on what parts of the bundle you already own. You have to buy the copy elsewhere (retail or digital) to be able to gift the game. Don't worry about the price, you can find a copy of Complete Edition elsewhere at the same price or cheaper than on Steam Store.

Yeah, how dare Steam give their customers a discount on buying DLC for a game they already own.

Well, @airmikee99, it's not just a discount on the DLCs, Civ V Complete is more than just DLCs. I'm trying to buy copies of the Complete game to give away. If I could buy it through Steam, I would. But they chose to not allow that, so I bought them elsewhere at the same on sale price. So, yeah. Steam lost money because of this crazy setup where you can't gift a "bundle."

There were players whining here that have to "pay twice" for the base game if they buy the Complete edition, before the bundle system was introduced. Most likely many of those bought the base game from Humble Bundle for one dollar (have been there twice) and then realized that it have been better to buy the Complete eidtion right away.

Bundle system fixed that, now those players who own just the base game can buy the Complete edition one or two dollars cheaper, but side-effect is that the Complete edition can't be bought as a gift. Store page would be very illogical if the price would be different when you buy the game for yourself or if you buy it as the gift (because of owned parts), so the gift option is disabled. So, few loud cheapskates trying to save a dollar or two have caused this problem, but luckily Steam Store is not the only place or even the cheapest place to buy games (anymore).
