Yeah, how dare Steam give their customers a discount on buying DLC for a game they already own.
Bundle system fixed that, now those players who own just the base game can buy the Complete edition one or two dollars cheaper, but side-effect is that the Complete edition can't be bought as a gift. Store page would be very illogical if the price would be different when you buy the game for yourself or if you buy it as the gift (because of owned parts), so the gift option is disabled. So, few loud cheapskates trying to save a dollar or two have caused this problem, but luckily Steam Store is not the only place or even the cheapest place to buy games (anymore).
