The main drawback of Russia is you have greater chance of getting ♥♥♥♥♥♥ tundra start which will put you in disadvantage in any competitive setting.
What? I find the Krepost to be very strong, my favorite UB in the game.
That's because it's all opinion mashing.
It is a barrack replacement. You have more important building to get (Granary, library, temple, workshop, university, and etc) by the time you think of getting Krepost you will have gotten most of the tiles you need naturally.
Prioritizing Krepost will hurt other more important aspect like population, science, finding religion, and just getting more hammer straight out.
Also, nobody really has time to build angkor wat since they need to focus getting university then think of getting workshop and consider other player may go crossbow rush you.
And religious settlement is one of the worst pantheon I can think of. Why would you pick a belief that doesn't either grant faith to find religion fast or other kind of economic bonus?
As mentioned before you just wouldn't have population to work all that tiles anyway.
Hack even getting something like god of open sky will be much more powerful if you have like 2 pasture based resource for your city and potential settlement location.
Stele => Almost guarantee to find religion
Burial Tomb => +2 happiness and no maintenance cost. Egypt is one of the best faction to go wide just because of this factor.
Floating garden => +15% total food. Enjoy your local hanging garden + 2 food for lake tile which can translates to basically early civil service without having to improve tile (less important bonus as this will be situational). 1 less maintenance
Paper maker => 2 gold production. 3 gold difference from other civ is pretty important early on and China will less likely to find itself in gold deficit situation. This may allow china to go wide.
Hanse => Situationally powerful and comes late so this will be more of T2 UB but damn this can hilariously snowball if your opponent doesn't deny the advantage.
AND...if you disable start bias, russia wont be stuck with a tundra start.
Uranium
SteIe: I have never had a problem founding a religion.
Burial Tomb: Happiness is decent, maintenance is irrelevant.
Floating Garden: +15% food very strong, easily top 5 UB, but Aztecs UA is pretty weak.
Paper Maker: Three gold is useless.
Hanse: By the time I get banking I have more gold than I need, so all my trade routes are internal food routes.

3. Coffe House: +25% GP.
4. Candi: Gardens in all cities.
5. Bazzar: Double luxuries.
6. Ceilidh Hall: +3 Happiness.

10. Ikanda: Bonus promotion.
