Purple hexes in city view
What do these mean?
Are they recommendations for when i want to expand by spending my gold?

They are the hexes that will become under your control as your city's culture increases and your territory expands (turns until this shown in top left, I think). If there's more than one purple hex then only one of them will be yours (randomly chosen).

Not necessarily. It looks as though the highlighted ones are slightly cheaper to buy, but you will be gaining those ones anyway through cultural expansion, the speed of which will depend on your city's cultural output. So it can often be beneficial to go for the ones that aren't highlighted. Perhaps most important is to try and secure resources that an AI city might gain before you do, in which case buying the tiles is recommended.

I just did that a few minutes ago in my current game. Plonked my second city inbetween two AI cities and immediately spent all my money to buy three resource tiles before the AI secured them.

Purple is just where the city is going to expand to. Often, it can be beneficial for you to buy your way to a good growth or production tile to save yourself many turns of waiting for the city to expand there.
I am convinced the purple shading indicates the locations where you may place a SPECIALIST instead of growing the settlement. When you have purple tiles in view, you can see an additional icon on the purple tiles only (looks like a head, i guess) as well as the net production effects of adding the specialist.
