Hmm. I would do sun god to get a big city fast. With Brazil's unique improvement, you can get the extra culture that way. You can get a way bigger advantage with more people at the beginning than with extra culture.

Sun God is definitely the better choice here. Food in general is better than culture. Culture is a much less fundamental resource than food is. Culture's benefits are indirect in that it only helps as far as it gives you more food, hammers, gold, science, etc. from adopting more social policies.
