Finishing building Oxford University or Great Library or completing the Rationalism policy tree all give a free tech.
If you are playing Korea you get a science boost every time you complete a scientific building or wonder in your capital.
My last game i was korea so that makes sense, I am currently Greece and havent built anything of the sorts yet. Perhaps i am in a research agreement without realising (it was getting pretty late so skim read everything and could have possibly missed it).

If you get a tech boost from a Research Agreement, it tells you it endend - and you got a Tech Boost.
Sounds to me, like you got it for building Science buildings as Korea. Another way you can get a free tech, is capturing a city, as Ashurbanipal.
I didnt know hovering tells you how you got the tech, next time it happens i will definitely check.
That makes sense for my last game as I played as korea, but i am playing greece this game and its still happening. I will post when i actually find out what it is.

I know the feeling. If you're paying attention, you can plan for this, somewhat. Switch your research just before you get the free tech - probably to your most expensive research available - then after you get that, return to your previous research.
Expending a Great Scientist is a set amount of science points, not a free tech, right? (That would be why no one has suggested it in this thread).
You don't get to choose what free tech you get from ruins, which I guess is what you mean.
You can press Alt, then select what tech to research in what order.
Saves wasting research, when you're about to complete Rationalism, or build Oxford, and will get a free tech - or if you think your spy will steal a tech soon, and it's one you know they have. Same thing if you're going to pop a great Scientist.
Very useful.
