Will nuking a city destroy all of the units inside including aircraft?

It should take out most of the aircraft and damage all the units in the blast range.

...unless the city has a bomb shelter. Then I think the aircraft (especially nukes) and garrisoned units are not hurt -- not hurt much anyway.

I thought bomb shelters only gave a reduction in how much population is lost

I use Nukes, and it damages everything, destroys some of everything. Best to use as a last ditch effort to get a city or Capital you need to win. If the enemy is building its last spaceship part and you know, by spies witch city it is, nuke it and you will stop its production.

Civilian units, great people and nuclear bombs/missiles will be always be killed, whether or not the target city has a bomb shelter. However, with a bomb shelter any military units in the target city will only suffer a 25% hp loss.

Nukes are not always destroyed. I have seen them survive before.
