Manhattan project greyed out.

I have every thing researched for a nuke, I researched Atomic theory and Nuclear fission but i still have the Manhattan project greyed out, I also have a ton of Uranium, it also does not give me a reason in red why it is greyed out, any help would be appreciated.

Are you playing in a team as only one of you can build it, has there been an embargo on building nuclear devices; although I don't think this impacts on the project. Otherwise, could it be mods; if it's none of those then I really don't know.
