You need to complete the cultural policies tree (doubles the theming bonus).
You need to theme it - 2 works of art and 2 artefacts all from different civs and eras.
Base theming then gives 4, doubled to 8 and doubled again to 16.
Doesn't matter what civs you are playing against really.

Also make sure that 2 are Art and 2 are Artifacts.
2 art and 2 artefacts. All from different civs (one can be french), all from different eras. Usually artefacts are ancient or classical era so go for art from later eras.
It is usually fairly easy to get two French works of art and swap one for a work of art from another civ. For the artefacts just keep digging archaeological sites until you get what you need (if you get a choice of who the artefact is from always choose a city state rather than a civ).
Map type can be important. A pangaea can fill up and all the sites be within other civs borders. Try an archipelago, usually there are a good few sites on unclaimed islands until late in the game. If you complete the Exploration policy tree you get access to hidden sites so more chance of finding what you need.
