Best civ for culture victory?

Japan
Japan is best for domination. Unless you have countless atolls Bushido does very little.

I suggest France or Brazil, who get major bonuses to themeing and tourism.

That civilization 5 theming bonus system is not that easy to fully understand, when you have my brain. There is a great page about it at Wiki.
And I only recently find out you could get the same priceless infos in your very ingame culture overview window, just my mousing over that + number related to each cultural wonder.

By that logic the best culture Civ is the Zulu.

Maybe so, but that doesn't mean they're a great culture civilization. That just means you can more easily prevent others form winning >:D

France and Brazil are good. I think Brazil has the best late game tourism while France has better mid game tourism. I personally prefer France just because Brazil's start bias for jungle usually means they have a really slow production start which I find annoying, but later on Brazil will pull ahead.

Aside from those two, Poland is good at anything because you can get through the good policies faster. Celts can be good if you get a strong culture religion going and build wide, although might be harder on higher difficulties. Potentially Egypt depending on map size and difficulty because you can wonder spam the culture/tourism bonuses to get some pretty insane numbers.

And, of course, Babylon or Korea or any Civ that's good at science, simply because you'll get access to culture and tourism generating stuff before anyone else.

France is really good; the key is chateaux everywhere, especially in puppet cities.

Moreover, there's Byzantium: You max out your religion towards your cultural aims, go Piety, get the Sacred Sites reformation belief and stomp all the above mentioned civilizations early on - otherwise Ethiopia, Assyria, Spain, India and Polynesia can also go for a cultural victory, but they're either a bit more tricky strategy-wise or more situationally suited for it ...

This. If you get a good start/you're not on too high of a difficulty (so you can spam wonders in your capitol), France is the best Civ. If you can't get the wonders before the AI then Brazil is the best.
Byzantium has surprisingly good tourism generation, but only if you can get the religious beliefs that tie into it (religious buildings give tourism, Pagodas, Monasteries, Mosques and Catherals).

I had Influencial status against America before the Medieval Era, it was pretty funny.

this rarely works though. especially hard on emperor+ as you really have to expand a lot and snowball your faith to 150-200/turn during the medieval age. on higher difficulties you will fall behind on tech this way (you have to balance your happiness practically all the time) while your enemies culture output may be higher than your 6 tourism/city soon AND they will probably get more wonders than normally because you're not on tradition. up to king this is perfectly fun and reasonable, but you still need a whole lot of space and a good setup to snowball accordingly. France is much better as it's perfecty suited for a 4 city tradition game imo.

Surprised nobody has mentioned Assyria yet. Royal Libraries are great. Fill them up and spam them, and you have decent science output, tourism output, and better trained armies. Capturing culture-heavy cities works well, too. Getting the free techs each time you do so.

With Assyria, you can play culturally two different ways. Go wide, and spam Royal Libraries, or let a few "friends" do the work for you, and capture the cultural cities while ignoring the uncultured ones.
