If you build two cities on the same river, you shouldnt need a road to connect them...

River flow in one direction only.
Road, we can move in 2 directions.
No matter those two cities were on the same side or opp. side, they still need a harbour or a road connecting them.

That was Civ4 i think.
River civs are very nice and close to reality. Early humans settled near rivers.

Do you mean civ5,6 don't need to build a road/harbour connecting the cities ??
I didn't have civ 6 yet.
For civ5, even river cities need to build a road/harbour connecting them right ?

I think river connected cities in Civ4, you didn't have to build roads. Civ5 needs roads. I have not played Civ6.

Rivers aren't necessarily navigable, think waterfalls and rapids.

In the Modern Era, you should be able to build roads through mountains...

I remember reading something about the Nile River, where the wind takes you in one direction, then they furl the sails and let the current take them the other direction.

Also, oars. You can go any direction you want :steammocking:

But I don't think Civ 5 have this kind of river inside, so ......... we still have to build harbour or road.
But maybe we can find one inside SIM 9 :steammocking:

I didnt play Civ 4. If river connected cities in Civ4, I think the programmer wants to make the game more simple.
There are two ways rivers could work as roads. First, you could have a unique unit, a barge or something, that is extremely skilled in predictable waters. This would allow that unit to move quickly along any riverside tile. Or, could also be treated like a builing, allowing all units to "ride" the barges anywhere in that city or a city connected by river. The second option is to forget proper rivers and focus on floodplains. In any two cities with floodplains between them, food and production could be moved between them as with trade routes, or simply averaged out. If the cities have different bonus resources (one with bananas, one with wheet, or one with deer and one with sheep, etc.) then rather than averaging, there could be a food bonus due to diversity of pollen and/or nutrients. I am no programmer, but this is fun about which to speculate, and I suspet not beyond the realm of possibility. Any programmers, please chime in. Am I overshooting? Would you like to steal any part of my idea? If so, it is yours, and I would by the resulting mod. I am all for world accuracy.
