Road, we can move in 2 directions.
No matter those two cities were on the same side or opp. side, they still need a harbour or a road connecting them.

For civ5, even river cities need to build a road/harbour connecting them right ?

I remember reading something about the Nile River, where the wind takes you in one direction, then they furl the sails and let the current take them the other direction.

I didnt play Civ 4. If river connected cities in Civ4, I think the programmer wants to make the game more simple.
