Nope. Some Frost Caves just suck. You can get cultist doors that lead to just 1 small room with a few chairs and that's it.
I went looking for one today, and the one I found had lots of crystals, lots of Zubats, and at the bottom of the cave, a frozen lake, two rune stones telling the story of someone who fell there and couldn't get out. I also found a fire and a fishing pole, near two stone golems.
My loot was almost 90 fenris hair , 24 claws and almost 40 red jute ,the iron sledge do wonders in these caves destroying everything , ulvs have very low hp and cultings dont do much damage if you have wolf set , maybe with root set makes you fry haha
4 Ice Caves now and the set of armor is complete at Q=1 and the rippers are at Q=4....I can imagine with the 2 caves left I've mapped, that I'll be able to upgrade it fully...
Breakable walls? So unless you not use the Pickaxe to open them... I didn't see any in ~10 Caves.

Can only sign this. Those Caves are as RNG as those Burial Chambers or Sunken Crypts. You can get one that nets you 40-60 Fenris hair... and then there are some where you can count the Fenris hair on two hands. Just like Juninho Dancer also mentions.

So you are lucky. I had to run 10 for the whole set and the claws. And yeah... I crafted/upgraded or tried to as far as I could with my mats on hand, after each Cave. It is RNG.
My point was, and still is btw, that the hair should be dropped more often by the Ulv and possibly by the Werewolfes that spawn at night. Maybe make it Werewolfes only spawn at a certain high to make them somewhat rarer... but the caves are for me at least already rare.

here says, I checked my seed and the web site said 5 caves... I found 2. Total unexplored island, never even went past with a ship. Caves are not that plentiful...
But yeah it depends now as what this set was designed for.
If the purpose was that this is a set similar to the Troll set or the Root set... then no you can get either of those way faster then the Fenris set.
If the purpose was to be a endgame set for people already done with the Plains and it's boss, that mainly want to build now... then yeah, this is good.
Just one remark, Silver is so rarely used in building right now... only the Butchers Table needs 2, and apart from Armor and Weapons no Silver needed.
But feel free to educate me here.... since I probably overlook something. All I do is provide my point of view feedback. And as I seen others think similar.
I don't think any resource with player scaling like this should be 100% finite and low supply to boot. I've had a good share of caves where I pulled out less than 10 pieces of hair, double checking every wall too before leaving.
