Try doing it in the opposite direction, i've had more luck making roads uphill.. going down is a nightmare. Also you can still pickaxe a road uphill, there's a very very slight rise to it, but it's works.
Also make sure you're using Pathen not any other mode. Flatten sparingly.
Learn how to use the hoe before you come in here and rage.
When you have the "flatten" setting activated(or pathen), the hoe will raise/lower the ground to match the height of the spot you are standing on... That easy.
Of COURSE if you are standing uphill and aiming the tool downhill, its going to raise the land a lot and make cliffs... if you stand downhill pointing uphill, its going to "lower" too much. The best way to get a smooth-ish path down (or up) any slope is to stand at the height you want the next click to be and click at your feet or directly in front of you, then move again and repeat. Learn the mechanics.... it's NOT the tool, It's YOU.
Lol love the push for mods, dont worry I have many xD Including that one, thats not the issue. I build major building and Im a bit ocd about the roads being neat.

Yeah I place it behind high and low but it really seems hit or miss either way. It either forms a cliff on the higher spot or works correctly. but getting it to work correctly 100% of the time doesnt seem to be a thing. I really wish I knew how to put a screen shot, you'd get exactly what im talking about. Its so wacky putting them on steam xD
Doing it up hill in the mountains just makes cliffs and makes it ten times worst most the time. I've tried it that way a couple times and usually backfires fast. On smaller hills like in the meadows it works fine but not for carving up a mountain.
ROFL Get on my level before you try putting me down dude. Im Carving a road up a mountain side dude. Not over a tiny hill in the meadows. Im connecting two major building in the mountains. Dont try and 'your a noob' me dude. I promise my builds make yours look like they were done by a kid. You seemed to miss one of my major annoyances, is that when making a stone road it TERRAFORMS the terrain. In the mountains that tiny little aspect is a NIGHTMARE. Flattening the ground first doesnt do anything to help. Just changes what the ending looks like. Also its not exactly a hidden fact that the hoe sucks in this game. even the devs think it sucks and has already tried fixing it twice, third time the charm hopefully.
Normally I'd say yeah, easy solution. But as Ive stated above. Building the road through a mountain. Zigzagging isnt an option. you have MAYBE one or two routes you can go down depending on the mountain. In my case, I have one path thats it.

...maybe build actual stairs and such connected to platforms that jut out? I don't know.

Mountains and some hills are simply too steep for a straight road.
Also, holding shift while flattening with the hoe centers it at the ground level of where you're pointing at, instead of where you're standing. It's the right way to do what some people above have suggested about standing where you want to level for smoother slopes.
I just finished a somewhat long road through a section of mountain. I ending up simply pickaxing to create a level section through one particularly steep part between two approximately-similar level places. Another very steep part I cut into the landscape with the hoe enough to work in 5 sets of stone stairs. The rest of the slopes I managed to use the hoe well enough to get a reasonable sloped road.
Dont bother with roads. Waste of life.
Shift-click makes a ramp from the level you're on to the level you're aiming at. Perfect for making paths (in fact it is simply a keyboard shortcut to the Paths setting on the hoe).
