Report a translation problem
Lots of things count as structures including campfires and beds. And interestingly, a crafting bench doesn't count but it's an old wiki so an update may have adjusted things.

He's saying the trigger is you. Meaning you are the requirement, along with where you are in the story. Seems a perfectly logical reply to me.
Now whether this is the full story is a different question. I know that in my game the trigger is you and you alone, with events being triggered and centred on you with zero structures close by, but I am using mods.
For the vanilla game, I vaguely recall you needed to be close to at least a couple of structures as well. Although exactly how many is unclear.

Sure, I'm just providing evidence for how it should work. There are multiple things that count toward the ability for an event to trigger, you need to be within range of three, the range is quite large.
I'm fairly sure the logic for this hasn't changed but that's not to say it hasn't or there are no bugs surrounding it. The video should stand as the control in a science experiment and then everyone can measure their own experiences against it.

This is why a screenshot would help clear things up.
And I quote from above

After that its just walls, roofs, and campfire. No other structures of any kind, not even a cooking station. Though I'm not sure I want to sit there for 8 realtime hours to test this lol.
I thought 'Cool. The troll and the swamp denizens will kill each other. Free loot for me!' Unfortunately there seemed to be a truce in effect as the troll destroyed the stake wall and the draugr closed in and the skeletons were shooting at me. I thought 'I'm not prepared for this.' I quickly reequipped my hammer, slapped down my portal and jumped in.
Once back at my main base, i repaired, stocked up and slept to get a rested buff. I then figured i would portal back and see what loot was available. The instant I materialized there was already a log coming down on my head. Dead viking.
So in my experience it doesn't take much of 'base' to qualify for a raid and they seem to be suspended in time if you portal out.
you fail to understand the way chunks or parts of the world are loaded. while you went home and slept, the world on the other side of the portal 'froze' or was no longer in the game's logic rendering space. if it's not loaded into the memory to render actions, it will be frozen until you get close enough to allow it to begin again.
