Nothing - repairs cost nothing. Do it at the Forge.

A forge. I'm not sure on the level of forge but it's not more than level 2.

If you open the craft menu where the workbench is you will see little stars on some things (as they unlock) and those are attached (proximity) to whatever bench/forge is to be upgraded. It's displayed what is what and they have a little visible tether too.

edit - this isn't correcting this post. It's just elaborating on it a little. I had trouble working this out myself when I started playing.

If you mouse over your weapons, tools, armour etc it'll tell you the repair level required, use the addons to upgrade your benches to the required level.
